This department deals with constitution and administration of village Council and Village Courts.

Overview
The Village Council is constituted under the Garo Hills District (Constitution of Village Councils) Act, 1958 to promote local self-government and development in rural areas of the Garo Hills Autonomous District.

A Village Council exists for each village or group of villages as notified by GHADC.

Each council consists of 6 to 10 village elders:

Half nominated by the Executive Committee

Half elected through adult suffrage

There are currently 96 Village Court cum Village Councils and 16 independent Village Councils functioning in the district.

Village Councils have the power for local development, taxation, and administration, subject to prior approval from the Executive Committee, GHADC, Tura.
